New federal requirement related to electronic proposal submission
Grants.gov is a Web site developed by the federal government to be the single portal
for submitting all proposals to the 26 federal grant-making agencies. Grants.gov lists all federal grant
opportunities and provides a mechanism to apply for those opportunities. Federal sponsors have begun to
require proposals to be submitted electronically through Grants.gov; these proposals are then forwarded
to the respective agencies. Grants.gov staff have been working with the federal agencies to create a new
common set of forms, known as the SF 424 and SF 424 R&R, for proposals to be used by all agencies.

EGMS changes related to Grants.gov
The University of Minnesota will use EGMS to transmit proposals “system-to-system” to Grants.gov.
The EGMS team is now working to enable submission of proposals through EGMS directly to Grants.gov.
This functionality is called "System-to-System" (S2S) and it will be available to EGMS users as soon as testing is completed.
Advantages of EGMS with S2S Grants.gov submissions
- EGMS performs complex budget calculations for the user. PureEdge can only hold data and cannot handle
multiple fringe benefit or indirect cost calculations.
- EGMS proposals can be cloned for use multiple times. PureEdge forms cannot be reused.
- EGMS supports multiple people working on a proposal at the same time. PureEdge is only available for entry of
data by one person at a time.
- EGMS can be used to create individual PDF attachments to be uploaded into PureEdge.
- EGMS can be used to create PDF versions of 424 R&R forms (populated with user-entered data) to use as guides
while working in PureEdge.
- EGMS is an online system, allowing users to create their proposals online and then be able to access them via
the Internet at any time from anywhere. PureEdge forms sit on a single user’s desktop and cannot be accessed via the Internet.
- EGMS-generated PDFs can be used for cutting and pasting data into PureEdge form fields.
