EFS-SP Small Business Reporting

Current Procedure:  Departments that have federal contracts over $500,000 and EPA awards are required to prepare a Small Business Plan and identify expenditure categories where a small business vendor can be utilized.  Twice a year (once per year for EPA), SFR creates a Small Business Report to submit to the federal agencies.  The data for the report is gathered through a series of CUFS reports that detail expense transactions for that award by vendor, including PCard expenses.   The vendor for the PCard transactions is shown as “Wells Fargo” on these reports, SFR contacts the academic department for the name of the vendor for the PCard transactions or attempts to find the vendor by accessing Imaging.  SFR sends the draft report to the academic department for review prior to submitting the report to the federal agency.

Procedure Change:   There are no procedure changes. 

What does this really mean for academic departments?  However, we are asking the academic departments to be more diligent in tracking their small business plan transactions, especially the PCard transactions and the related vendor.  In the new system, the data for the Small Business Reports will be gathered through a series of queries.  The vendor detail on the PCard transactions will still show as “Wells Fargo” on these queries.  For Small Business Plans, academic departments need to track all PCard transactions and the related vendor and supply this to SFR at the time of Small Business Report preparation.
