SPA is the University of Minnesota system-wide
office authorized to submit research proposals and receive awards
from external sources on behalf of the Board of Regents of the University
of Minnesota. SPA is also the fiduciary for the U on grant-related
matters.

What does SPA do?
- Assists faculty in submitting proposals and

consistently with sponsor and Board of Regents policies

- Helps ensure compliance with internal and external
requirements: (IRB, Regents Policy, Conflict of Interest, etc.)

- Transmits proposal to sponsor

- Sets up account and manages award through its

General contents of an award
- Structure: basic terms and conditions with
attached work scope and budget
- Payments: scheduled; some front loading to
cover anticipated expenditures
- Budget: including indirect cost (overhead)
- Rights in patents and other intellectual property:
U owns the results of its work, but grants sponsor the right to
exclusive royalty-bearing license
- Publication rights: U protects faculty right
to publish results, subject to sponsor's right of prior review
with time to file patents and sponsor's right to remove its confidential
information
