General guidelines
All questions regarding employment
issues should first be directed to the department's payroll or personnel
administrator. Each University area or unit has been assigned Employment
Specialists in the Office of Human Resources. These individuals can also
provide information.
If an award is expected but has not yet
been received, the PI may wish to start the hiring process by establishing an
advance account. See the University policy on Charging
Sponsored Project Costs Before the Award for instructions on getting
an account number.
In cases where a new employee is needed for
a very short period of time it is possible to speed the hiring process.
Contact the department's personnel administrator for details.
To transfer an existing University employee to a sponsored project, the
departmental personnel administrator must process a payroll distribution
document. This form ensures that the appropriate accounts will be properly
charged and the preprinted quarterly effort reports will be correct. Note that
a PI cannot devote 100% effort to most types of sponsored projects. See section 4.7 for
further information.
Temporary help can be obtained for a
project. In no instances are the procedures for temporary employment to be
used for the purpose of avoiding regular University personnel practices.
Contact the unit administrator to arrange the appropriate temporary help.
All new personnel hired to work with vertebrate animals at the Twin Cities
campus are required to attend an Institutional Animal Care and Use Committee
orientation seminar. All personnel on a protocol must attend the seminar
before the protocol receives final approval. Seminar schedules are posted on IACUC's
website.
In addition, PIs and Research Safety Officers must make sure that staff who work
with animals are enrolled in the Research Occupational Health Program (ROHP) and
that any who have respiratory or allergy symptoms contact ROHP at (612) 626-5008
for an evaluation of animal exposure issues.
The University has established specific job titles
with associated duties, salaries, and benefits. Before posting a position,
make sure that:
- the title is appropriate to the job description and duties, and
- the job classification number is correct.
Academic
Academic positions are those which:
- require knowledge of a specific academic field, e.g., faculty,
- require knowledge of a specific academic field but are not employed as
faculty, e.g., physician, nurse practitioner,
- are administrative positions with University/campus/college-wide
responsibility, e.g., president, provost, dean.

hiring academic personnel.
These employees are governed by the
University's academic administrative policies.
Civil
service
Civil service positions are those not usually requiring
knowledge of a specific academic field, e.g., clerical supervisors, unit
administrators, accounting personnel.
To begin the search
process, complete a Civil Service Personnel Requisition (BA465) and follow
departmental procedures. When this form has been approved, Human Resources
staff will return the form with further instructions.
These
employees are governed by the civil service policies.
Bargaining unit
Bargaining unit positions are those
represented by numerous unions including AFSCME and the Teamsters, e.g.,
cashiers, secretaries, groundskeepers.
To begin the search and
hiring process, complete a Civil Service Personnel Requisition (BA465).
These employees are governed by the agreement between the Union
and the University. Contact the department's personnel administrator or Human
Resources for a copy of the agreement booklet.
Undergraduate Student
Undergraduate students are those
students who are registered at the University for at least 6 credits per
quarter.
- Students generally work 20 hours a week or less. Hours are set by the
department.
- A student registered full-time during the academic year may work
full-time during the summer, except for the summer after graduation.
- Contact the Job Center for information on recruiting and hiring students
(626-0870).
- Students can also be employed through Work-Study and Community Service
Programs, and the Urban Corps. Contact these programs' coordinating office
for further information at (612) 625-8837.
- These employees are governed by the policy on student
employment. Each campus may also have its own rules.
Graduate Student
Graduate students are those
students who are registered at the University for at least 6 credits per
quarter or semester.
Contact the Graduate Assistant Office for
instructions on hiring graduate assistants at (612) 625- 5001.
